The team

Group Treasury (GT) is a global function that is locally embedded in every ING bank business unit. The primary responsibilities of GT include managing the Bank’s capital, funding & liquidity and its interest rate risk profile next to the management of ING’s investment portfolio. GT also provides strategic advice on all capital and balance sheet management related topics primarily focussing on the bank’s capital and funding & liquidity position. Your role would be to  become the Global Head of BSM within GT Balance Sheet Management (BSM) and based in the Amsterdam Treasury Center. You will report in to the Global Head of Balance Sheet and Capital Management (BS&CM). The BSM team in Amsterdam consist of 10 academic schooled professionals. Next to this there are local BSM teams in ING’s main subsidiaries (Belgium, Luxemburg, Germany, Australia and Turkey) that functionally report to the Global Head of BSM team in Amsterdam.

Role & Responsibilities

Your role would to directly manage the BSM employees based in Amsterdam and to functionally lead the BSM managers based in the locations. With the team you are responsible for preparing balance sheet analyses specifically focused on monitoring and analysing the developments in the commercial activities of the bank. For these analyses, you and your team take into account the markets ING operates in and the continuously changing regulations the bank faces. Using this acquired knowledge and insight, you also prepare recommendations to senior management including the Asset & Liability committee (ALCO), Managing Board (MBB) and Supervisory Board (SB) of the bank to help steer the bank’s balance sheet. You would work closely with the capital management team, local BSM teams and the other teams within GT as well as the Finance and Risk function.

You would directly manage 10 FTEs. Your and your team’s primary tasks would be:

  • Preparation of in-depth balance sheet analyses to facilitate discussions on balance sheet topics in ALCO, MBB and SB;
  • To own and maintain Balance Sheet steering mechanisms as implemented within the Bank (Funds Transfer Pricing and relevant charging and allocation mechanisms);
  • Provide guidance and set restrictions on available Funding & Liquidity resources as part of the Dynamic Planning process and co-ordinate the semi-annual Funding Plan;
  • Co-ordinate and continuously improve the yearly ILAAP cycle as part of the ICLAAP process and write the quarterly Liquidity Adequacy statement;
  • Responsible for monitoring positions and P&L in the BSM owned books (FTP books & Contingent Liquidity books);
  • Point of contact to ECB and National Competent Authorities for Funding & Liquidity related matters;
  • Follow and interpret developments in the field of financial markets, rating agencies, central banks and regulators but also all other important developments that can impact the bank’s scarce funding resources, e.g. bank tax, changes to IFRS, NSFR etc.; and
  • Be one of the main points of contact for balance sheet management related matters for the local GT departments of the bank and provide guidance to the BSM teams in the subsidiaries.

How to succeed

  • Over 10 years’ experience in banking, preferably with markets and Treasury experience (direct or indirect)
  • Leadership skills & good track record (either in form of managing a team or projects).
  • Ability to lead projects/assignments across different (staff) departments and regions.
  • Knowledge of monitoring and assessing funding and liquidity risks
  • Knowledge of developments in regulations on liquidity risk and balance sheet management
