Management Sciences for Health (MSH) is seeking Technical Directors for the anticipated USAID global supply chain and pharmaceutical management project Task Orders, with the purpose of providing USAID Missions and USAID Washington with proven best practices, scalable innovations and differentiated approaches to maximize progress towards the project's objectives, with tailored approaches for each Task Order’s country context. The goal of the IDIQ is to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities.  With 3 core objectives: strengthening local supply chain systems; increasing the availability of quality assured, essential health commodities; and lastly strengthening pharmaceutical management systems.

With an initial project phase of 5 years. MSH is seeking to attract committed, experienced technical professionals from around the world, to join our dedicated best in class team.

We are currently seeking applications from candidates to fulfill the role of Technical Director on each of the following Task Orders.

OVERALL RESPONSIBILITIES

The Technical Director Role is a key leadership position that is responsible for overseeing the projects technical strategy, approaches and implementation of the task order at the global and country level, coordinating country-based activities, and ensuring high technical standards and program performance. The Technical Director is a member of the management team and, with the Program Director, represents the program to USAID, representatives from collaborating country governments, and stakeholders.   

SPECIFIC RESPONSIBILITIES

The following responsibilities are generic across all 3 task orders, specific project deliverables will be incorporated on assignment.

• Ensure that the program identifies and addresses the technical expectations, needs, and interests of donor and that the solutions reflect the strategies and design of the program while complying with USAID rules and regulations,  
• Develop and promote a performance improvement culture and processes necessary for ongoing improvement of the effectiveness and efficiency of the overall program,  program’s technical approaches and tools for use during implementation at the country level.
• Oversee overall technical approach and technical implementation and field-based activities to ensure efficient, effective and sound interventions.
• Contribute to and monitor country development and execution of work plans that meet country requirements and address the needs of USAID. 
• In collaboration with home office staff, and country teams, ensure that country offices are adequately and efficiently technically resourced.
• Support communication and coordination with USAID and other stakeholders in technical areas.
• Coordinate with other technical area leads and partners to ensure coordinated and integrated strategies, approaches, work streams, and high-quality deliverables.
• Ensure that program activities are compliant with SOPs and MSH policies.
• In collaboration with the management team, ensure that timely remedial actions are taken to mitigate any possible risks.
• Represent the program to USAID missions and other donors at the country levels.
• Facilitate and participate in international events to interact with stakeholders, experts, policymakers, and potential partners.  
• Facilitate the generation of evidence-based interventions at the global, regional, and country levels. 
• Write technical reports and publications on the program’s technical interventions and results. 

Task Order A

Countries that significantly rely on USAID and/or other donors to directly manage procurement as well as warehousing and/or distribution of donated commodities.

Objective 1: Availability of quality-assured, essential health commodities increased, through operational support of supply chain management in coordination with other supply chain partners.

Objective 2: Local supply chain systems strengthened to ensure a reliable supply of quality health commodities, with lower reliance on donor-managed and parallel supply chain systems.

Objective 3: Capacity of national pharmaceutical systems, including regulatory systems, improved to support access to quality, safe, and effective medical products and services.

Countries that typically manage some donor-procured commodities through their own warehouse and distribution services, or through government-managed third-party service provider.
