Overview of LEAD Program
LEAD (Let Everyone Advance with Dignity, formerly known as the Law Enforcement Assisted Diversion program) is a collaborative project aimed at building community capacity to increase public health and safety while decreasing reliance on policing and the legal system to respond to public order issues related to drug use and sex work. LEAD provides equity-based solutions for individuals historically overrepresented in the criminal legal system due to the racist criminalization of poverty and homelessness, and the “war on drugs” which has disproportionately harmed communities of color.REACH LEAD provides comprehensive services to adults experiencing behavioral health challenges to support these individuals to achieve improved quality of life and reduce recidivism. Services include outreach and intensive care management, legal assistance, housing placement, behavioral health treatment and recovery support, and linkage to a variety of community resources. Working with care managers, participants develop an individualized plan based on their needs and priorities. All services are provided from a Harm Reduction framework, utilizing Motivational Interviewing skills and aligned with Trauma Informed Care principles. LEAD partners include community representatives and social service providers, and criminal legal system representatives including police and probation, prosecutors, and public defenders.
