We are seeking a Business Development Manager – Program Officer who will work with the WHGI Senior Management Team, consultants, finance teams, and GI partners to implement the business development strategy for WHGI in line with WHGI’s new vision, mission and goals. WHGI’s Business Development Manager will manage proposal opportunities from inception through proposal submission.


This role requires an entrepreneurial and marketing-oriented person to support the WHGI Business Development leads and GI platform leadership to identify, capture, and develop new business opportunities; ensure effective strategic partnerships and donor relationships; and foster effective and responsive cross-functional participation from within the team.


Specific Duties & Responsibilities

Business Development

  • Assist Business Development lead(s) with the identification, tracking and positioning of relevant upcoming funding opportunities in coordination with WHGI Leadership and WHGI Country Offices.
  • Assist Business Development lead(s) to develop a comprehensive business development system including approaches and metrics that will ensure growth and diversification. This will include marketing initiatives, partnership development, business development system development, and goal reporting.
  • Explore potential new business development opportunities for revenue growth and share with WHGI leadership. This will include identifying, tracking, and positioning for relevant upcoming funding opportunities in coordination with WHGI country partners, and relevant WHGI technical teams.
  • Assist Business Development lead(s) to ensure the business development strategy closely aligns with WHGI’s communication, operations, M&E, and finance strategies and plans.
  • Assist Business Development lead(s) to report against agreed indicators to support WHGI’s monitoring of resource mobilization.
  • Support fundraising and sponsorship for the International Conference on Family Planning (ICFP).


Proposal Development

  • Work on all aspects of the proposal process from inception to submission.
  • Ensure completeness and timeliness of proposal submissions.
  • Work with the WHGI Finance team to develop comprehensive cost proposals and budgets which comply with current practices and standards

Partnership Management/ Donor Relationship Management

  • Build and maintain strong relationships with current and prospective funding partners, to raise awareness of WHGI’s work, enhance collaboration and identify further resource mobilization opportunities.
  • Assist Business Development lead(s) to represent WHGI’s business development interests at relevant meetings, events, and among relevant organizations, draft reports and talking points and set action plans for follow up, as necessary.


Knowledge Management

  • Maintain and keep up to date, a detailed proposal tracker including opportunities in different stages of development. Archive both successful and unsuccessful concept notes and proposals for future use.
  • Create a knowledge management system for storing business development tools and resources for easy sharing and reference.
  • Capture lessons learned in resource mobilization and business development to support improvement of organizational policies and procedures and report back to WHGI’s leadership.
  • Monitor total donor contributions to cities and analyze trends in commitments and spending over time.
  • Develop and maintain WHGI’s dashboard to monitor resources (both from donor and local governments) to inform decision-making.
