Project Engineer - SIGINT/ELINT

Responsibilities
Noblis is seeking a Project Engineer with a TS/SCI clearance in Chantilly, VA
You will join a highly functioning SETA team that supports the government in national systems acquisition, development, and sustainment. You will advise the government customer in areas of updating and integrating national SIGINT and GEOINT capabilities. You will work with technical team members to perform strategic planning of future program efforts that relate to national systems. Your efforts will be critical in the overall management of the programs system acquisition, development, and sustainment. You will work with all stakeholders to ensure all support requirements are met within schedule and budget. You will also work to review and write technical documents and recommend design changes and integration criteria. You understand the current and emerging client space to evaluate and apply practical and innovative concepts and methodologies to solve difficult problems. As a part of the Noblis team, you make recommendations to improve standard practices, procedures, and tools.
Day to day responsibilities include:
- Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects
- Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support
- Other responsibilities include administrative and technical support to the Government leadership team, cross office coordination, external mission partners and other DoD/IC customers
- Provide presentations and demonstrations of operational tools and capabilities to DoD and Intelligence Community senior leadership and decision makers
- Organize, plan, and participate in test and evaluation (T&E) events that support validation of capabilities and performance assessment
Must possess an active TS/SCI security clearance with the ability to obtain and maintain a CI Polygraph.
Required Qualifications
- Bachelor's degree with 8 years’ experience
- Must possess an active TS/SCI security clearance with the ability to obtain and maintain a CI Polygraph.
- Experience with ELINT analysis and applications
- Experience with national SIGINT tasking, collection, and processing
- Ability to problem solve in a rapidly changing environment and interface with the customer daily
- Track and respond to office tasking, build and present program briefings, and update project schedules and calendars
- Self-motivated, able to work independently, and able to take initiative without always being directed
- Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
- Must be able to demonstrate excellent relationship building and management skills
- Must be able to travel
Desired Qualifications
- Active TS/SCI with CI polygraph is higly desired.
- Master’s Degree
- Experience with Army TENCAP SIGINT systems is preferred
- Experience in Project and Acquisition Management and applying project engineering techniques
- Have a basic understanding of other intelligence disciplines (i.e., GEOINT)
- Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
- Willingness to learn next generation technologies and innovative techniques
- Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
- Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, or Multi-INT
