The Senior Financial Crime Risk Analyst role contributes to the development and maintenance of TD’s AML/ATF/Sanctions/ABAC programs, including frameworks, methodologies, policies, standards, procedures, awareness and specialized training, monitoring, management reporting and/or escalation of issues. This role conducts periodic and event driven reviews of customers, including targeted reviews to assess risks. Additionally, this role supports management in delivery of initiatives related to risk assessment, internal/external exam support, etc.
Department Overview:
FinCEN advises in the BSA/AML Manual that "suspicious activity reporting forms the cornerstone of the BSA reporting system. It is critical to the United States' ability to utilize financial information to combat terrorism, terrorist financing, money laundering, and other financial crimes. Banks should recognize that the quality of SAR content is critical to the adequacy and effectiveness of the suspicious activity reporting system."
TD Bank, in consideration of this, has established a pre-filing SAR review quality control function to ensure that work completed by TD Bank FCRM AML & CIT investigations meets the highest quality standard. In furtherance of SAR and CTR quality, the SAR QC function will provide SAR filing guidance, perform a pre-filing quality review for all SARs, and provide SAR insights on SAR trends to support the TD Global Anti-Money Laundering program.
Depth & Scope:
- Works independently as the senior analyst / subject matter expert and may coach and educate others
- Oversees and/or independently performs tasks from end-to-end
- Applies expert knowledge of business operations, products, services, methods and operating standards to drive unit or team performance
- Executes on more complex and/or non-standard requests
- Researches and investigates a range of operational / reporting / process issues
- Recommends and implements solutions within own area of responsibility
- May need to coordinate / integrate work with other areas as needed
- Provides advanced analysis and/or specialized reporting to support business partners, functional areas or centres of expertise
- Requires advanced technical / business / function knowledge for discipline supported
- High level of complexity in operational / reporting / process and/or analysis function requiring medium to longer term focus
- Represents the group as the lead or subject matter expert on projects / initiatives and/or at meetings across the organization
Education & Experience:
- Undergraduate degree or equivalent work experience
- 5+ years experience
Preferred Skills:
- AML investigations background.
- Prior SAR writing experience.
- Prior SAR review experience.
- QC or QA experience.
- ACAMS cert is a plus
Customer Accountabilities:
- Contributes to the development of team procedures and governance processes and advises FCRM stakeholders and teams of changes and enhancements to enterprise FCRM programs and requirements and where they may impact in the organization.
- Works with FCRM partners and other related groups (such as Compliance, Legal and Risk etc.) to support creation of documentation and reports required by external regulatory bodies and TD internal groups
- Conducts research, assesses FCRM risks and controls, and otherwise contributes to a specialized team of FCRM compliance professionals, interacting with key stakeholders
