Description
The Program Manager will oversee programs and projects related to community mental health policy and stakeholder engagement. The Community Mental Health (CMH) team has a particular focus on systems change through community-based research and engagement, local policy and advocacy and program implementation. The Program Manager will play a leadership role in strategic planning and provide oversight to the policy and community engagement initiatives and team to improve mental health, wellness and other outcomes for all children in Washington, DC, with a particular focus on vulnerable communities. Collaborates with external policy and advocacy partners to advance the CMH team's policy goals. Collaborates with internal and external partners to advance sustainable funding through billing and payment. Engages with community, education and/or healthcare leaders, direct service providers, and families to improve the city's system of support for families, and promote positive and healthy development of children. Seek funding opportunities through grants or other funding sources for program activities, and oversee relevant grants management activities, including submissions, reports and budget management . The Program Manager will work closely with other program managers in the Child Health Advocacy Institute and other divisions to ensure synergy with community affairs and education programs and community-based health promotion and disease prevention programs and will serve as the point of contact with the Government Affairs team.Qualifications
Minimum Education
Bachelor's Degree awarded in relevant field; Masters Degree preferred. (Required)
Minimum Work Experience
At least 5 years of progressive related experience. Administration/team leader experience in related job function. Supervisory/ management experience in related job function preferred (Required)
Required Skills/Knowledge
Demonstrated cross-sector leadership and management skills. Excellent written and verbal communication skills. Proficient in compiling and analyzing data to support upper management decision-making. Proficient in the use of administrative and clinical information resources and decision-support tools. Experienced in department budget and personnel communication preferred
Functional Accountabilities
Strategic Planning and Program Administration
- Contribute to the strategic plan for department services, include short-term and long-term objectives; implement strategic plan through management of day-to-day operation of department, division or service area.
- Collect and analyze customer feedback and evaluate service/department effectiveness; troubleshoot operational issues and develop action plans to resolve
- Design and implement data driven community-based interventions focused on critical health threats to child health and well-being.
- Collaborate with upper management on significant operational issues/barriers; incorporate findings into plan of modifying program/ service delivery; assist upper management in the development, implementation and evaluation of services, programs, policies and procedures, and performance standards to achieve departmental goals.
Human Resources Management
- Hire, train, develop and direct assigned staff to meet operational objectives.
- Monitor and supervise staff; assess staff and provide verbal and written feedback as needed and conduct annual performance evaluations.
- Develop professional development and performance improvement plans for staff as needed; engage staff in decision making and support staff to perform at the highest level.
