About the role

Job Description

The New York City Housing Authority’s Interim Vice President for Legal Affairs and Managing Attorney is responsible for coordinating the day-to-day operations of the Law Department which comprises five major practice groups: Civil Litigation, Contracts, Housing Litigation, Real Estate and Economic Development and Legal Counsel/FOIL.

Position Summary

As a direct report to NYCHA’s General Counsel, the Interim Vice President for Legal Affairs and Managing Attorney will have broad latitude for independent judgment, action and decision making. They will provide managerial and legal support for NYCHA’s OGC and should be a solutions-oriented manager with significant legal, administrative and operational skills who can provide guidance and counsel to agency attorneys.

The primary responsibilities of the Interim Vice President for Legal Affairs and Managing Attorney include, but are not limited to the following:

- Manage the day-to-day activities of OGC staff, which comprises approximately 160 attorneys and professional staff.
- Assess the organizational goals and structure of the OGC and its initiatives and provide advice that streamlines functions.
- Guide the implementation and efficient use and of Legal Stratus, OGS’s data management system.
- Assist the General Counsel in overseeing NYCHA’s legal matters, providing internal business clients with the necessary guidance and ensuring compliance with applicable law, statues and guidelines.
- Manage and monitor the preparation and presentation of legal opinions to NYCHA and others and the representation of NYCHA at administrative law hearings and judicial proceedings.
- Ensure that NYCHA’s Law Department and outside counsel operate efficiently, within budgetary constraints.
- Work with NYCHA’s CIO to enhance the IT capabilities of the OGC.

Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
