Reports To: RavenTek Program Manager

Location: Washington, DC with flexibility for Telework

Schedule: Monday - Friday

Hours: Full-time, 40-hours/week

FLSA Status: Exempt 

Clearance: TS/SCI


Position Summary

As a Senior Personnel Security Specialist - Case Control Analyst at USAID (United States Agency for International Development), you will be responsible for managing and overseeing the personnel security clearance process. You will play a crucial role in ensuring the integrity and confidentiality of sensitive information related to personnel security matters. This position requires strong attention to detail, analytical skills, and the ability to effectively communicate with internal and external stakeholders. The performance of this position is key to RavenTek's performance on the contract, and therefore RavenTek's mission to support the USAID.


Essential Duties and Responsibilities

  • Case Management: Manage a caseload of personnel security clearance cases, ensuring timely processing and adherence to established protocols and guidelines.
  • Review and Analysis: Conduct thorough reviews and analysis of security clearance applications, identifying potential risks and discrepancies, and making recommendations for further action.
  • Document Management: Maintain accurate and up-to-date records of personnel security clearance cases, including documentation of all relevant communications and decisions.
  • Compliance Monitoring: Monitor compliance with personnel security policies and procedures, identifying areas for improvement and implementing corrective actions, as necessary.
  • Liaison: Serve as a liaison between USAID and other government agencies involved in the personnel security clearance process, facilitating communication and information sharing.
  • Training and Guidance: Provide guidance and training to staff members and contractors on personnel security clearance requirements and procedures.
  • Reporting: Prepare regular reports on the status of personnel security clearance cases, highlighting key metrics and trends for management review.
  • Quality Assurance: Conduct quality assurance reviews of personnel security clearance cases to ensure accuracy, consistency, and compliance with applicable regulations.
  • Continuous Improvement: Participate in ongoing efforts to improve the efficiency and effectiveness of the personnel security clearance process, contributing ideas and suggestions for process enhancements.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Submit MSRs (Monthly Status Reports). 
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned.
  • Other duties as assigned.

Qualifications, Knowledge, and Critical Skills

  • Knowledge of and experience with personnel security clearance policies, procedures, and regulations, preferably within the federal government.
  • Strong analytical skills, with the ability to review and analyze complex information and make sound judgments.
  • Excellent communication skills, both written and verbal, with the ability to effectively interact with individuals at all levels of the organization.
  • Attention to detail and accuracy, with the ability to manage multiple tasks and prioritize workload effectively.
  • Ability to maintain confidentiality and handle sensitive information with discretion and professionalism.
  • Proficiency in Microsoft Office applications, including Word, Excel, and Outlook.

Education & Work Experience

  • Bachelor's degree in a related field (e.g., criminal justice, security studies, public administration) preferred.
  • Minimum of five years of experience in personnel security, security clearance adjudication, or a related field.

Certifications, Licenses

  • Current TS/SCI security clearance

Work Environment

Employees will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs regularly.
