This position will be located at a SC Department of Behavioral Health and Developmental Disabilities (BHDD) regional center or mental health center / clinic based on where the selected candidate resides.  The regional center or mental health center / clinic must be located within the assigned region.  

As the Regional Finance Manager (Lowcountry Region), you will support the Regional Finance Director in overseeing day to day financial operations across the Lowcountry region within the South Carolina Department of Behavioral Health and Developmental Disabilities under limited supervision. This position is responsible for managing region level financial activities, ensuring compliance with established policies, and providing operational financial analysis across a network of mental health centers, intermediate care facility (ICF), autism residential homes, and state operated hospitals and nursing homes. 

Responsibilities for the Regional Finance Manager (Lowcountry Region):
Financial Oversight and Management 
  • Oversee daily financial operations at assigned facilities, including accounts payable, receivable tracking, expenditure monitoring, and reconciliation activities.
  • Ensure timely and accurate processing of financial transactions in accordance with agency policies and procedures.
  • Monitor spending patterns and identify variances risks or irregularities.
Financial Reporting and Analysis
  • Prepare and review routine financial reports for regional leadership, including budget to actual analyses and variance explanations.
  • Support forecasting efforts by compiling and analyzing financial data from multiple facilities.
  • Assist in identifying cost drivers, inefficiencies, and opportunities for improved resource utilization.

Budget Execution Support
  • Lead the development and execution of regional budgets in coordination with central office leadership.
  • Track and analyze budget-to-actual performance and implement corrective actions as needed.
  • Support long range financial planning and sustainability initiatives.
Compliance and Internal Controls
  • Ensure adherence to established internal controls, financial policies, and regulatory requirements.
  • Conduct routine reviews of financial activities at the facility level to ensure compliance and consistency.
  • Assist in preparing documentation and supporting materials for audits and reviews.
Facility Coordination and Support
  • Serve as a primary point of contact for facility level financial staff, providing guidance, and technical assistance.
  • Promote standardized financial practices across all facilities within the region.
  • Assist in onboarding and training new financial personnel.
Audit and Issue Resolution
  • Support internal and external audit processes by gathering documentation and responding to inquiries.
  • Assist in tracking and resolving audit findings and implementing corrective actions.
  • Escalate significant financial issues or risks to the Regional Finance Director.
Systems and Process Improvement
  • Identify opportunities to improve financial processes, reporting accuracy, and operational efficiency.
  • Support implementation of new financial systems, tools, or procedures at the regional level.
  • Ensure data integrity within financial systems.
