Job Duties

The Department of Environmental Quality's Office of Pollution Response and Emergency Preparedness is seeking a qualified applicant to assists with management of the DEQ Pollution Response and Emergency Preparedness Programs by: establishing and maintaining guidance, procedures and plans to ensure effective statewide agency response to all natural and human-caused disaster and pollution events affecting environmental quality; Serving as a primary or alternate Emergency Management Coordinator (EMC) and/or VEST Liaison Officer (VLO); Serving as a DEQ representative to the Region III Regional Response Team (RRT3) and Coastal and Inland Area Committees to coordinate and assist with preparedness & response activities and planning & exercises; Assisting with maintenance and updates of the Commonwealth Emergency Operations Plan; Developing and maintaining agency preparedness and response plans; Serving as a State On-Scene Coordinator (SOSC) or deputy to coordinate state resources for significant pollution incidents while applying knowledge of regulatory, technical and administrative requirements to ensure an effective response; Managing DEQ’s Virginia Emergency Support Team (VEST) by: recruiting and maintaining a VEST roster; coordinating planning and exercises with local, state, federal, and private sector partners; scheduling VEST coverage; leading DEQ’s efforts during VEST activations; and providing guidance to all levels of state and federal government; Assisting with maintenance of the agency Continuity of Operations Plan (COOP); Organizing and providing pollution and disaster response training; Serving as a technical expert for these programs and engaging with internal and external partners at all levels of government and the private sector on the same.

Minimum Qualifications

• Knowledge of federal and state air, water, and waste laws and applicable regulations
• Knowledge of federal and state disaster/emergency response laws and plans
• Knowledge of pollution response methods to include oil and hazmat spill cleanup techniques and technology
• Knowledge of Emergency Management and Incident Command System
• Knowledge of response management systems
• Knowledge of environmental science
• Program management skills
• Strong problem solving and decision-making skills
• PC and database operations skills
• Ability to coordinate with state, federal, local agencies
• Excellent verbal and written communication skills
