Job Summary:

The Administrative Officer 2 (Regulatory Multi-Specialist 2) coordinates and supports operations across all sections of the Regulatory Divisions, ensuring efficient and compliant regulatory processes. This role performs complex regulatory work to assess applicant compliance with state laws, Tribal/State Compacts, and Event Wagering and Fantasy Sports regulations in support of licensure activities. The position also maintains critical regulatory databases and ensures the Division consistently adheres to all applicable statutes, regulations, procedures, and regulatory requirements.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
  • Coordinates administrative, operational, and program support functions for the Regulatory Deputy Director/Racing Director and Assistant Director/Boxing & MMA Executive Director, serving as the liaison for internal and external stakeholders on complex and confidential matters, including administrative hearings and operational improvements.
  • Travels to Boxing and MMA events throughout the state to support weigh-ins, live events, administer licensing, maintain control of records, and serve as the official scorekeeper. Prepares Commission meeting materials, coordinates conference calls, and supports leadership with travel, payroll, and reimbursement processing. May assume higher-level duties to ensure continuity of Commission operations.
  • Conducts end-to-end licensing operations across Boxing & MMA, horse racing, and gaming, including application intake, renewals, fingerprint processing, and statewide license issuance, while ensuring regulatory compliance and timely stakeholder response.
  • Performs integrated financial and data management by reconciling licensing fees, balancing daily transactions, processing deposits and tax levies, and maintaining accurate records across departmental databases, while supporting Racing Breeders Awards and County Fair race meet administration.
  • Provides Gaming licensure support by processing applications, fingerprints, investigative documents, billing, and record maintenance, while ensuring fingerprint quality and compliance with Department of Public Safety requirements for criminal history checks.
  • Serves as a regulatory liaison across divisions and external jurisdictions, facilitating communication, responding to information requests, and ensuring compliance with statutes, compacts, and regulations while monitoring regulatory changes and supporting operational standards development.
  • Other duties as assigned as related to the position (typically 5% - 10%)
Knowledge, Skills & Abilities (KSAs):

Knowledge:
The candidate should be proficient in Microsoft Word and Excel. Database entry, cash handling, filing and basic accounting functions.

Skill:
