WHO WE ARE 

 

The Justice Administrative Commission (JAC) provides administrative services on behalf of 49 judicial related offices (JROs). While the JAC administratively serves these offices, the JAC does not supervise, direct, or control any of the offices it serves.  JAC also provides compliance and financial review of billings for services provided by private court-appointed attorneys representing indigent persons and associated due process vendors.

The Commission is comprised of two elected State Attorneys and two elected Public Defenders. The Commission appoints an Executive Director, who is charged with oversight of necessary staff to efficiently and effectively carry out the JAC's duties. 

 

Although JAC is a state agency, it is not part of the State Personnel System.  However, JAC is a member of the Florida Retirement System and participates in the State Group Insurance Plan.


POSITION SUMMARY

 

This position is located in the Court-Appointed Audit Unit.  This position’s primary duties involve auditing and analysis of billings from private court-appointed attorneys representing indigent persons and associated due process vendors to determine if the billings meet statutory requirements, are accurate and appropriately billed, and are reasonable.

 

PRIMARY DUTIES

 

  • Serve JAC as a model employee through commitment to the agency goals and mission, professional integrity, communication, and overall interaction with all members of JAC staff and those we serve.
  • Display a commitment to the mission, vision, and core values at JAC.
  • Review court-appointed or indigent for costs billings for reasonableness and compliance with Florida law, the requirements of the Florida Department of Financial Services (DFS), JAC Contracts, and JAC Policies and Procedures.
  • Access the online Comprehensive Case Information System (CCIS) and other online databases to verify and obtain information related auditing billings.
  • Forward billings to the Approval Unit for payment if the billing meets all requirements.
  • Reject billings, issue audit deficiencies, prepare Letters of Objection or No Objection if the billings do not meet requirements.
  • Update information in JAC’s Court-Appointed Attorney Tracking System (CAATS).
  • Ensure documents are accurately entered into Laserfiche (JAC’s Electronic Document Management System).
  • Participate in unit meetings and other meetings.
  • Identify issues or problems with CAATS or Laserfiche systems.
  • Aside from assigned primary billing types, audit other billings on an as-needed basis.  This entails reviewing the bill for reasonableness and compliance with the contract and JAC policies and procedures.  May also issue Audit Deficiencies and prepare Letters of Objection or No Objection.
  • Process Orders to Pay as needed.
  • Other duties as needed.

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

 

  • Knowledge of court documents and clerk of court progress dockets and records.
  • Knowledge of requirements for indigent for costs cases including those set forth in s. 27.52(5), F.S.
  • Ability to be familiar and comply with the requirements of Florida law and the Department of Financial Services, including ss. 112.061 & 215.422, F.S.
  • Ability to analyze and evaluate data in various formats.
  • Ability to independently conduct audits of attorney fee and due process billings.
  • Ability to quickly understand and accurately use new hardware and software.
  • Ability to participate in training opportunities to improve knowledge, skills, and abilities.
