Position Title:Consultancy for the Strengthening of the CICOM methodology and support to simulation exercises (SIMEX) in the Region of the Americas
Purpose of contract:
The purpose of this consultancy is to contribute to the enhancement of regional emergency information and coordination mechanisms by supporting the development, implementation, and operationalization of the CICOM methodology and its associated tools, guides, and training modules.
It will also provide technical support to the design, planning, and execution of simulation exercises (SIMEX) aligned with the PAHO/WHO Simulation Exercise Manual, to test and strengthen the EMT/RRT response and the CICOM operational procedures and information management workflows.
Description of deliverables:
The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response Policy.
Within the efforts to strengthen emergency coordination and information management capacities in the Region of Americas, the CICOM (Medical Coordination and Information Cells) serves as a key mechanism to support decision-making and coordination during health emergencies and disasters. Building upon the progress achieved in previous phases, the Organization continues to promote the operational development and regional integration of CICOM through the establishment of standardized tools, procedures, and training processes.
This consultancy will contribute to advancing these objectives by:
• Supporting the preparation of practical guidance materials, the updating and consolidation of information systems, and the capacity-building of national teams.
• Providing technical support and follow-up to the development of the CICOM at country level and facilitating regional knowledge exchange through the Community of Practice.
• Collaborating in the design and implementation of simulation exercises (SIMEX) at national and regional levels, including the preparation of scripts, task and message matrices, and exercise documentation (scenario, timeline, injects, evaluation tools), as per the WHO/PAHO Simulation Exercise methodology.
• Ensuring that lessons learned and findings from SIMEX are incorporated into EMT/RRT and CICOM guidance materials, training curricula, and information management tools.
DESCRIPTION OF DUTIES:
General responsibilities:
Under the direct supervision of the regional advisor of the Emergency Medical Teams and the general supervision of the CPI Unit Chief, the consultant will perform the following functions:
Coordinate and facilitate a virtual session of the CICOM Community of Practice (CoP), including preparation of the agenda, background materials, and meeting report.
Develop practical guides on information management under the CICOM framework, addressing both the preparedness and response phases, including templates, flowcharts, and recommended procedures.
Review, validate, and update the databases supporting the CICOM and EMT dashboards, ensuring data quality, consistency, and alignment with regional indicators.
Provide technical support and follow-up to the construction and operational development of the national CICOM in Honduras, ensuring its alignment with regional standards and integration into the virtual platform.
Support the planning and implementation of simulation exercises (SIMEX) at national or regional level,
