This position will support the Office of Human Capital Initiatives at the Defense Acquisition University (DAU).

The Office of Human Capital Initiatives is responsible for assisting the Under Secretary of Defense for Acquisition and Sustainment (OUSD) (A&S) in carrying out statutory powers, functions, and duties of the Secretary of Defense with respect to the Defense Acquisition Workforce (AWF), and as it relates to the Defense Acquisition Improvement Act (DAWIA). In the increasingly fast-paced world of changing threats and evolving technologies, the DoD AWF must not only meet current needs, but anticipate future requirements and warfighting capabilities. The Office of Human Capital Initiatives will implement workforce strategies, policies and procedures that position the DoD to attract and retain the most competent professionals, to guarantee that the AWF is highly skilled and trained to meet current and future needs, and that DoD acquisition professionals share a culture that is dedicated to excellence and to serving the needs of the Warfighter.

Responsibilities:

  • Provide human capital and talent management support, workforce analytics, and strategic and digital communications support for defense acquisition workforce projects and initiatives.
  • Collaborate internally and externally with senior leaders, HCI customers and stakeholders, and HCI staff, prepare communications for senior leadership updates and decision-making purpose.
  • Support Human Capital Initiatives in strategies and planning of Defense Acquisition Workforce (AWF) programs and initiatives and priorities.
  • Provide support to the HCI to facilitate the implementation of strategic planning initiatives, policies, and guidance.
  • Support and assist in planning of all elements of the Defense Acquisition Workforce Education, Experience, Training, Experience and Career Development Program, Defense Acquisition Workforce (AWF) policy and programs, the Defense Acquisition Workforce Development Fund, Acquisition Demonstration project, analytics and research, workforce governance bodies and working groups, outreach and branding operations of the Office of Human Capital Initiatives under the Office of the Under Secretary of Defense for Acquisition & Sustainment.
  • Provide recommendations to enhancing effectiveness of HCI initiatives.
  • Assist in the development of methods to monitor and track policy changes and initiatives to assess potential impacts to Defense Acquisition Workforce Strategic Plan.
  • Support and assist in updates and implementation of the Defense Acquisition Workforce Strategic Plan.
  • Ensure strategic planning adequately and effectively address and measure key customer and operational requirements for on-going process improvements aligned with organizations' strategic direction.
  • Support Human Capital Initiative in operations and execution of Defense Acquisition Workforce programs and initiatives by providing expertise and support (including strategic/digital communications) to enhance HCI mission execution and major HCI initiatives.
  • Assist in development and drafting of workforce policies, guidance, supporting processes, and memoranda to enable continuity of effective A&S enterprise-wide workforce human capital and talent management planning and management.
  • Support the Director, HCI, through development (including research and analyses) of effectively written and supported staff packages and other correspondence transmitting HCI external communications such as requests for leadership approval, coordination’s, updates, or other responses to appropriate organizations to include the OUSD(A&S), OMB, other OSD, DoD Components, Congress, and other stakeholders.
  • Provide analytical support for recurring and ad hoc defense acquisition workforce analyses, metrics, and reports. Assist with validating, reviewing, and preparing workforce characteristics, trend, and metrics information for publication. Provide support in developing and implementing a recurring and continuously improving workforce analytic capability.
