Project Description 

  • Product Delivery section is overseeing the development efforts for the Department of Public Safety’s (DPS) Financial Module modernization project for the customer agency. This project team will be responsible for managing the software development lifecycle to implement various modules, portals, and automated processes. Examples of these include but are not limited to A DPS Management and Finance portal used for revenue classification, maintaining classification codes, tracking incoming payments and revenue, managing refunds and other accounting transactions, account reconciliation, integration with the client’s system, and reporting. 
  • Data conversion from legacy systems currently performing these functions may be required. 
  • In areas where a phased implementation is needed, short-term integration with legacy systems may be necessary. 
  • Interfaces and batch processes will be needed to integrate with various State and external systems to manage and oversee the DPS financial process. 
  • Integration with State Active Directory for single sign on, as well as integration with other State services such as the print shop, customer communication, and electronic data management may be needed. 
  • A DPS-wide portal for the various DPS agencies and sub-sections to post payments, track payment status, reconcile payments, open invoices, manage invoice settlements, perform refunds and other accounting transactions, and perform end-of-day closeout. 
  • Data conversion from legacy systems currently performing these functions may be required. 
  • In areas where a phased implementation may be needed, short term integration with legacy systems may be necessary. 
  • Interfaces and batch processes will be needed to integrate with various State and external systems to manage and oversee the payment process. 
  • Integration with State Active Directory for single sign on, as well as integration with other State services, such as the print shop, customer communications, and electronic data management system may be needed. 
  • Public facing portal(s) may be needed for payment collection. 
  • Integration with the State’s Identity and Access Management (IAM) services may be required. The team will establish a roadmap, manage the prioritization process, identify requirements to build a backlog, manage the software development process, perform quality assurance testing, facilitate end user testing with stakeholders, and oversee release management for each environment.

Job Description

 

  • Web development with C#, ASP.NET, SQL Server, and HTML 
  • Designs, codes, compiles, tests, debugs and documents new and existing web applications, maintenance, and support of existing applications.
  • Performing quality assurance reviews and testing on new code.
  • Participates in all necessary team meetings and design sessions in accordance with Scrum ceremonies.
  • Provide technical knowledge transfer, training, documentation, mentorship, and guidance to State personnel for all requested work.
  • Monitor, review and audit performance of the customer-agency’s replacement software and make performance improvements.

Expertise and/or relevant experience in the following areas are mandatory:

  • Five (5) plus years of expertise and/or relevant experience in the following areas:
  • C#
  • ASP.NET Core
  • Entity Framework
  • Two (2) plus years of experience working in an Agile / Scrum environment. 
  • Expertise and/or relevant experience in the following areas are desirable but not mandatory:
  • Two (2) plus years of expertise and/or relevant experience in the following areas:
  • Recent experience developing applications in MVC architecture using .Net Core 2.x or 3.x
  • VueJS
  • Bootstrap
  • JavaScript
  • SQL Server (T-SQL)
  • SSIS/SSRS
  • Distributed Design Systems (SOA/Microservices)
  • DevOps Practices (CI/CD)
  • Experience with client’s Enterprise Architecture (EA) or other State offered services such as Identity and Access Management (IAM), Electronic Document 
  • Management System (EDMS), Pelican Design System, OTS Print Shop services, State Outlook integra
