Operations and Policy Analyst 1 - Quality Improvement Analyst

The Oregon Youth Authority (OYA) is seeking a Quality Improvement (QI) Analyst to play a critical role in advancing the agency’s mission, vision, and values through data-informed decision-making and continuous improvement efforts. Reporting to the Development Services Assistant Director, this position analyzes data and policy, monitors performance measures, and supports collaborative strategies that enhance service quality, strengthen compliance, and promote equitable outcomes for youth.
Key responsibilities for this role include:
Creating, tracking, and monitoring agency performance measures, and support the integration of performance measures into business processes.
Engaging with OYA staff to identify and assess operational issues, analyze data to determine root causes, collaborate with internal departments to develop and implement process improvement plans, and apply quality management tools to support continuous improvement initiatives.
Providing training and coaching to staff on quality management principles, tools, and best practices.
The QI Analyst is housed within the Development Services division, which leads the implementation of comprehensive, equitable youth development programming grounded in Diversity, Equity, and Inclusion (DEI), Positive Human Development (PHD), and the Youth Reformation System (YRS). Through its integrated approach to training, program development, service delivery, and evaluation, Development Services ensures that youth are supported through skill-building, meaningful engagement, and strong, supportive relationships.
Additional Information:
Hybrid Work Schedule: This position may be eligible for a hybrid work arrangement, with occasional in-person attendance required for meetings and trainings, and the potential for a minimum of up to two days per week in the office.
