Under direction, performs the most difficult and complex fiscal work involved in processing the County and Special District payroll and maintaining employee payroll records; prepares financial and statistical reports and statements for internal and external agencies; may provide lead direction and training for other staff; and performs related work as required.
   
SUPERVISION RECEIVED AND EXERCISED 

Receives general supervision from the Auditor-Controller.  Exercises no direct supervision of staff.  May exercise technical and functional supervision over lower-level and support staff.
 
CLASS CHARACTERISTICS  
   
This is the senior level class in this payroll technician series.  Positions in this class perform the most complex and advanced duties in payroll and financial and statistical reporting.  This position provides day-to-day management of payroll services and has developed specific knowledge of the county’s memoranda of understanding, personnel policies and procedures and applies this knowledge to the payroll function.  Incumbents work with a high level of independence within their area(s) of expertise while providing para-professional support and completing complex clerical assignments.  Incumbents may provide lead direction and training of lower-level staff.  This class is distinguished from Payroll Technician I/II by the scope of supervision and intra-department coordination and by the complexity of reporting requirements.  Carries out functions in a confidential capacity as defined in the Meyers-Milias Brown Act.

  • Performs and processes the County and Special District bi-weekly payroll including but not limited to pay sheets, timecards, warrants, electronic deposits, and departmental reports.
  • Prepares and calculates monthly US Department of Labor Report.
  • Prepares and maintains department PERS relief and retiree schedules and applies the 1,000 and 960 hour rules respectively.
  • Reviews timecards for accuracy and completeness; supervises the inputting and balancing of information from timecards into the County’s payroll processing system.
  • Processes direct deposits and various payroll deductions; disperses such funds to various organizations as required and requested.
  • Calculates and prepares federal and state payroll tax deposits.
  • Calculates and prepares cash-outs and pay-offs as requested.
  • Prepares reconciliation reports to balance payroll.
  • Maintains accurate and up-to-date records of employee leave and time bank donations.
  • Processes payroll adjustments as needed.
  • Prepares monthly payroll journal entries.
  • Performs technical, financial or statistical record keeping.
  • Prepares period and special reports for the County, County Special Districts, State and Federal agencies.
  • Completes special projects as assigned.
  • Receives and responds to inquiries, requests, and complaints from departments, County employees, and the public regarding payroll policies and procedures.
  • Provides general clerical work as required including but not limited to preparing correspondence, memoranda, and reports, completing forms, copying and filing documents, entering computer data, generating computer reports and spreadsheets, answering the telephone, etc.
  • Operates standard office equipment, including job-related computer hardware and software applications, facsimile equipment, and multi-line telephones.
  • Performs related work as required.
  • Establishes and maintain employee payroll records.
  • Establishes and maintain payroll tables including but not limited to earning codes, general deduction codes, and withholding table.
  • Prepares annual reports including but not limited to Federal W-2’s, W-3’s and State DE 7.
  • Prepares and calculates quarterly reports including but not limited to State Multiple Worksite, Federal 941 and State DE6.
  • Prepares and calculates monthly US Department of Labor Report.
  • May provide work direction to lower-level staff.
