Position Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

 

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Global Health Security (GHS) Technical Advisor will support the implementation of life-saving humanitarian assistance (LHA) in alignment with the new U.S. Government Presidential Executive Order (EO) directives. The Advisor’s primary focus will be on providing technical support to prevent, detect, and respond to infectious disease threats with public health potential, including zoonotic diseases.

 

The Advisor will collaborate with multisectoral government departments and agencies, such as the Ministry of Health (MoH), Ministry of Agriculture, Environment and Fishing, National Institute of Health (INS), and Eduardo Mondlane University’s Faculty of Veterinary Medicine. The Advisor will facilitate the adoption and implementation of lifesaving interventions, identify programmatic bottlenecks, and provide solutions through coordinated technical support and the facilitation of efforts via GHS projects and the Pandemic Fund (where applicable).

 

The Senior GHS Advisor will report to the Department of State/Office of Foreign Assistance (FAO). As the Advisor will support appropriate multi-sectoral Government of Mozambique Departments and Agencies, as aligned with the U.S. Department of State, Maputo’s Foreign Assistance Office, a clear coordination mechanism will be established with clear delineation of priorities and responsibilities.

Responsibilities

Technical Support for Multisectoral Ministries

• Provide technical assistance to relevant ministries for the effective delivery of LHA GHS services, including:
  • Community-based active surveillance.
  • Strengthening systems capacity for detecting priority diseases/threats.
  • Enhancing data systems for monitoring, analyzing, and reporting on threats.
  • Infection prevention and control (IPC), including commodities and water, sanitation, and hygiene (WASH) in healthcare facilities.
  • Case management and emergency management, including Emergency Operation Centers (EOC) and Point of Entry Screening.
  • Risk communication and community engagement.
  • Emergency outbreak response.
• Support the implementation of global health security activities at various levels, aligned with the National Action Plan for Health Security (NAPHS), focusing on Prevention, Detection and Response.

Monitoring and Evaluation (M&E)

• Develop a standardized M&E framework to track progress on key indicators, such as:
  • Reduction in incidence and mortality for epidemic and pandemic-prone diseases.
  • Strengthening systems to prevent, detect, and respond to infectious disease threats.
  • Rapid and effective response to infectious disease outbreaks.
• Regularly review and analyze performance reports submitted to the Pandemic Fund, Global Fund, and other partners, and provide actionable recommendations for improvement.
• Document lessons learned and best practices to inform future interventions.

Community Engagement

• Design and implement culturally appropriate risk communication strategies tailored to local communities.
• Collaborate with community leaders and organizations to enhance community-based surveillance and response efforts.
