The North Carolina Department of Revenue has an opening for a Manager of Tax Services in our Financial Services Division. The primary purpose of this position is to manage and coach the Tax Services section of the Financial Services Division. Duties include, but are not limited to:

-Ensures the Department's tax and fee receipts, refunds, and statutory transfers to other state agencies are accounted for and reported timely and accurately
-Oversees the accurate and timely processing, accounting, and reporting of monthly, quarterly, semi-annual, and annual tax distributions to local governments
-Prepares and/or oversees monthly, quarterly, and annual close out activities, the Annual Comprehensive Financial Report (ACFR), the annual internal control risk assessment (EAGLE), the annual escheat process, and quarterly and annual receivable reports of taxes
-Responsible for defining information technology (IT) changes, testing, and implementing the changes associated with the Department's tax revenue collections general ledger system
-Interacts regularly with internal and external stakeholders and must be able to manage multiple priorities under tight deadlines and pressures
-Works extensively in the North Carolina Financial System as well as within the Department’s internal tax collection systems

Knowledge Skills and Abilities/Management Preferences

  • Thorough knowledge of government accounting, auditing, and reporting requirements, state's appropriation, budgetary, and accounting systems including Governmental Accounting Standards Board (GASB) practice

  • Thorough knowledge of governmental finances, programs and institutional fund accounting, state and federal laws and regulations applicable to the area of employment

  • Skill in preparation of Annual Comprehensive Financial Report (ACFR)

  • Ability to interpret and analyze financial data and reports and interpret complicated federal and state statutes, rules and regulations pertaining to applicable programs

Recruitment Range: $63,927 - $111,871
