Job Summary

This level Inspector is responsible for very specialized inspection, investigation and enforcement in one of the specializedfunctions: Signal Construction and Code Specialist. Inspects very complex projects. May be unable to seek advice ondifficult technical problems from a supervisor. The Inspector III works independently and is responsible for makingdecisions requiring technical discretion, sound judgment, and familiarity with specialized problems where the inspectormay be the City’s final technical authority.


Job Description
 

Overview

The Inspector III inspects, investigates, and enforces city codes for construction, drainage, environmental, housing, industrial waste, park construction, plumbing, roofing, and water or wastewater construction. Provides lead level experience in the performance of a wide range of complex inspections for various departments of the City.

Essential Functions

1 Conducts and performs a wide range of inspections on various City properties and projects to determine compliance with safety, structural, zoning, plans, and/or applicable codes and ordinances; ensures properties have the appropriate permitting and documentation and are not inhibited by historic, conservation, or any other special considerations.

2 Identifies, researches, and investigates alleged violations of federal, state, and local codes, ordinances, and regulations; ensures corrections are made when deficiencies are discovered and assists in determining methods to achieve conformance; approves and evaluates alternate methods for compliance.

3 Issues and drafts notices of violation and conducts follow-up inspections to ensure corrections are made; provides information to customers regarding codes and other regulatory requirements.

4 Performs complex inspections for complex construction projects, signal construction, zoning, environmental, housing, park facilities, and other complex projects; monitors, oversees, and ensures contractors are completing work in a safe and compliant manner; monitors project progress and communicates with project managers and other project personnel; performs extensive zoning inspections to ensure that construction adheres to specific zoning regulations.

5 Interprets and enforces the zoning regulations in Conservation and Historic Districts as well as Planned Developments; inspects residential and commercial sites for compliance with all codes and City regulations.

6 Provides information to customers regarding codes and other regulatory requirements; provides testimony during hearings and trials for prosecution of violators of applicable Dallas City Codes or state and federal regulations.

7 Examines construction work performed by outside contractors and city personnel to enforce compliance with contract specifications and ensure quality control.

8 Inspects work performed at construction sites and/or reviews construction plans for compliance with building, electrical plumbing mechanical zoning, barricade/sign codes and regulations or inspects home vehicle, television/electronic repair and wood vending businesses and investigates consumer complaints.

9 Patrols assigned area periodically to ensure that construction sites have the proper permits for the work being performed, businesses have obtained the appropriate licenses, or barricades have been correctly configured at street work sites.

10 Keeps abreast of new materials used in construction, new repair scams, and changes in relevant codes and ordinances; meets and communicates with builders, developers, contractors, and other personnel to maintain open communications and transparency to ensure quality work.

11 Performs any and all other work as needed or assigned.
