General Function:
- Have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs
- Have expertise include Foreign Military Sales (FMS) case development, weapon systems procurement, arms export licensing, technology security and foreign disclosure, and excess defense articles
- Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action
- Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans
- Abilities to plan, research, analyze and assess system acquisition in terms of development, production, and deployment of weapon systems and associated equipment
- Abilities to formulate plans and recommend effective strategies in meeting cost, schedule, and performance objectives
- Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Reports (MARs)
- Abilities to support program management reviews, senior level meetings/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews
- Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management
- Abilities to apply an understanding of DoD and Army Program/Project analysis to plan, organize, complete and present assessments of program/project activity management concepts, analyses, studies and procedures to senior leadership. The Contractor shall evaluate implications of existing or proposed projects, programs, processes, and policies/laws and recommend improvements to the Government point-of-contact (POC)
- Abilities to assist the PM and Acquisition Team in the planning and organizing of program management activities, and/or analyses the efforts of a group of specialists, and/or advising on and performing work related to program management
- Abilities to plan, organize, complete, and present assessments of program management concepts, analyses, studies, and procedures
- Abilities to assist in acquisition strategy planning, pre-award and post-award document preparation, and milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation
- Abilities to supports Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC) in all aspects of foreign military sales, security assistance, security cooperation, defense exports, and technology transfer of Army systems
- Abilities to assist with the resolution of programmatic issues, i.e.,, interfacing/querying DASA DEC and Department of Defense personnel
- Abilities to establish and maintain databases and assist in the development and analysis of key program metrics, assist in developing and integrating risk management plans and strategies and support program briefings
- Abilities to develop, report, and maintain schedules and metrics that are needed to track program status; have a working knowledge of, and be able to effectively apply Earned Value Management (EVM) principal in order to evaluate and report program health and status
- Shall ensure program management resources have comprehensive knowledge of principal, policies and practices of systems acquisition and program management as defined in DoDI 5000.02 and DoDI 5000.75, as well as possess the requisite knowledge, skills, abilities, and experience to be able to self-sufficiently perform all duties and tasks within this PWS in support of the DASA DEC missions.
Qualifications:
Education/Certifications/Experience/Skills:
- BA Degree and at least 6 years of experience related to the position requirements, 6 of which must be with the DoD, OR, 10 years of directly related experience Security Cooperation/Security assistance (SC/SA).
- Must possess and maintain government security clearance at the TS//SCI Clearance.
- Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook)
- Must be able to transport self to various facility sites, as required. If using own moto
