Job Duties

Come join our team at the Department of Workforce Development and Advancement (DWDA)! In 2023, bipartisan legislation consolidated a dozen workforce development programs and data systems from various existing Commonwealth of Virginia agencies to create the Department of Workforce Development and Advancement (DWDA), known as Virginia Works. On July 1, 2024, Virginia Works stood up as an independent agency dedicated to creating, sustaining, and retaining a highly skilled workforce, and committed to making sure Virginia Works for everyone.

Serves as the agency’s webmaster, web administrator, web designer and developer. Manages all phases and disciplines of the life cycle for one or more systems under general direction. Manages the agency's public and private (intranet) websites. Handles programming (including enhancements and maintenance) and problem resolution for complex applications and systems. Serves as the Front-end Application Engineer for highly complex systems and applications. Provides technical assistance, training and coaching, as directed.

Minimum Qualifications

• Extensive and substantial knowledge of front-end application/web-related standards, regulations, and practices.

• Demonstrated competencies related to HTML/CSS, PHP, Adobe Creative Suite, IIS, LDAP, and Apache and developing and implementing content management systems (CMS).
• Strong interpersonal, oral and written communication, IT design and development, project management, and problem resolution skills

• Demonstrated ability to function as a technical expert on complex web applications, systems, software and projects; interact effectively in a team environment; and work independently with strict deadlines, heavy workload, and changing priorities.

Additional Considerations

• Education, training, and/or experience related to information systems, computer science, or similar field.

• Significant experience in website design and development, systems analysis and programming.

• Extensive and substantial experience leading business and IT web-related groups for establishing, maintaining and managing web policies, procedures and guidelines; short- and long-term goals; and content management and application integration.

• Experience developing the front-end application into an Enterprise Collaboration System and Enterprise Application Platform with defined and appropriate accessibility, connectivity, controllability, economics, functionality, manageability, performance, reliability and scalability (Enterprise System Requirements)

• Experience working with JavaScript, React, Angular, Node, TypeScript, or Java; working with AWS, GCP, Azure, or another cloud service; working with UX design and open-source frameworks; and Agile practices.

• Experience with WordPress.
