The Special Commitment Center (SCC), within the Behavioral Health & Habilitation Administration (BHHA), is seeking an experienced Secure Community Transition Facility (SCTF) Manager to lead, manage, and oversee operations for a 24/7 residential facility in King County. The Secure Community Transition Facility (SCTF) is a structured, closely supervised, state-operated community residence distinct from the Total Confinement Facility and designed to ensure community safety while supporting residents through individualized treatment, life-skills development, and monitored access to community-based transition programs. In this role, you will provide strategic leadership for facility operations, supervise Residential Rehabilitation Counselor Supervisors (RRC4s), and guide staff in delivering consistent, trauma-informed, and accountability-focused care.

This is a full onsite management position with no telework option due to the operational needs of the facility. Occasional travel to McNeil Island based on business needs.

King County employees receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use.   

Some of what you’ll do:

  • Plan, develop, lead, administer, and oversee daily operations and staff performance.
  • Direct and coordinate all aspects of daily facility operations, ensuring alignment with program goals and regulatory expectations.
  • Maintain 24/7 responsibility for managing the facility and ensuring compliance with performance measures and deliverance of individualized quality of service.
  • Partner with attorneys, law enforcement, community treatment providers, and other multidisciplinary partners.
  • Collaborate with external partners including the Department of Corrections, local government agencies, law enforcement, attorneys, community treatment providers, placement providers, and other community-based organizations.
  • Monitor all activity to ensure adequate coverage in the facility as well as necessary staff coverage for escorts while in the community.
  • Authorize, manage, and assure that there is appropriate and optimum use of facility, financial, physical, and equipment resources to keep residents and staff safe.
  • Update facility-based policies, procedures, and standard operating manuals as necessary to ensure safe and consistent operations across shifts.
  • Oversee hiring, onboarding, training, employee development, performance engagement, evaluations, improvement plans, disciplinary actions, and assignment oversight.
  • Monitor staffing and fill vacancies utilizing the appropriate process, interview and recommend candidates to the appointing authority.
  • Ensure staff are provided with necessary training and required for their job performance.
  • Lead emergency preparedness, response planning, and execution to maintain safety and operational continuity.


To excel in this role, you must be an effective communicator and a strong relationship builder, capable of navigating a highly visible, forward-facing position with broad influence across multiple agencies. The ideal candidate understands complex multi-agency dynamics, demonstrates proficiency in executing court-ordered mandates, and leverages data and performance measures to drive informed decision-making and support organizational goals. This senior leadership role is essential to the successful operation of the SCC and plays a critical part in advancing the agency’s mission.


Who should apply

  • Bachelor’s degree in human services field, such as psychology, social work, education, public administration, or a related field

  • Five years of professional experience working in an institutional or community residential program serving individuals with sexual offending or other challenging behaviors.
